It's the time of month that the District reads the water meters for billing purposes.

How are meter readings done?
by the District Water/Wastewater Superintendent

Baca Grande Water and Sanitation District reads its water meters once per month. Current meter readings are collected by driving a District vehicle with special meter reading equipment through a designated route throughout the District. Equipment in the vehicle asks each meter to communicate its current reading. Readings are then compiled into a file that is imported into the billing software. The readings then go through a rigorous review process before bills are distributed to customers.
