Report from Baca Water & Sanitation

The district continues to shepherd its construction projects, funded by the Bond initiative and other Colorado State grants, to be completed by spring of 2011. Residents of Skyview have endured a summer of upheaval with grace and humor. We hope that the removal of the asbestos-content piping and the accurate identification of the location of the valves and clean-outs of their water and sanitation systems has been a positive compensation. Thank you so much for your patience.

Several other projects are in progress, as well. They concern Baca lift stations (that's a technical and mechanical term, but please know that it's being handled), and enhancements to our primary well, #18; but at this point, we cannot foresee that it will affect the public.

Work to connect Casita Park with the Aspen Treatment plant will, however, affect County Road T traffic occasionally this fall. You've all seen the big digger out there, and that will result in traffic rerouting (read that as "single lane at certain points"). This is all good in the end, and contributes to our need to comply with Colorado State regulations. Please bear with us! Thank you in advance for your cool heads about some disruption.

The Baca Grande Water & Sanitation District is sponsoring an educational program on water issues in the San Luis Valley

On Tuesday, August 24, 6PM at the Colorado Conference Center, Marcus J Lock and Kendall Burgemeister, of Bratton Hill Wilderson & Lock, LLC, will discuss the fundamentals of Colorado water law and the administration of water rights in the San Luis Valley in a presentation entitled, COLORADO WATER LAW IN THE 21ST CENTURY: The Baca Grande Water & Sanitation District, Water Supply Planning And Management Amidst a Changing Regulatory Environment.

The presentation will include a general overview of Colorado water law with a focus on the administration of water rights in Water division 3. An explanation will be made of the unique and complicated water issues found in the San Luis Valley such as the overall hydrology of the valley and the relationship between the unconfined and confined aquifer, the Rio Grande Compact, the Closed Basin Compact, rules and policies adopted by, and being considered by, the Colorado Division of Water Resources, and the creation of subdistricts within the Rio Grande Water Conservation District among other issues.

There also will be an over view of the Baca Grande District's water rights and infrastructure and a discussion of how the District's proactive approach to water supply planning is anticipating the potential impacts of a tighter regulatory environment.

Baca Water & Sanitation starts 3 major projects

This July the Baca Grande Water and Sanitation District sees the start of three major projects.

1. The Wagon Wheel Project will see the installation of a New Lift Station (pumping system) in Chalets 2 replacing an older system that had been variously modified but which no longer adequately pumps the wastewater to the Aspen Treatment Plant;

2. The Mobile Home Estates Force Main Project will see the installation of a new lift station for wastewater, the laying of 3 or so miles of pipeline, mostly on the North Side of County Road "T", then just off the Colorado College access road, connecting the new lift station to the Aspen Treatment Plant. The existing treatment facility for wastewater at Casita Park is out of compliance with State regulations and will be decommissioned;

3. The New Well 18 project (off Colorado College Access Road) sees the hooking up of a 50,000 gallon reservoir to a new booster pumping and chemical dosing facility.

The Wagon Wheel Project and The Mobile Home Estates Force Main Project are funded by proceeds from the bonds while the New Well 18 project is funded by the bonds and grants.

Please be especially aware over the coming months of the road diversions to ensure the safety of those working on the roads.

In August we will present an evening on "Water education in the 21st century and the changing regulatory environment in the San Luis Valley." We will keep you all posted.

Election Results
The results are in for the Baca Grande Water and Sanitation District’s May Election.  There were four ballot measures put to a vote of the electorate.  Ballot issue A, allowing for the refunding of existing debt, passed by a narrow margin of 124 in favor to 111 opposed. Ballot question three; regarding the removal of term limits for directors serving on the Board failed by a significant margin of 82 in favor to 157 opposed.

Three director positions were up for election; two for four-year terms, and one for a two-year term.  Parvin Johnson, who previously served by appointment to a vacant seat, was elected to the two-year term, and Vicki Matthews, previously elected in 2008, was elected to a four-year term.  New Director, Martin Macaulay, was elected to a four-year term.  The District’s Board of Directors would like to thank all of those who participated in the election.  We would like to especially thank Michael Scully for running for a seat on the Board and his continued participation in the District’s meetings, and we would like to extend our deepest gratitude to outgoing director, Lisa Cyriacks, for her 10 years of dedicated service to the District and the community at large.
